
Millions of people enter, stay and work in the United States without official permission. Some enter legally and overstay or violate the terms of their visas. While the debate over immigration reform continues, a solution must be implemented that enables State government to understand its population base in order to effectively manage programs and ensure the continued availability of services. This solution is to identify immigrants who do not have verifiable legal presence documents and certify that the individual is using a unique identity. States can begin by identifying all visitors and undocumented immigrants residing in the state in order to provide a credential that can be used for identification.

Certification also binds the individual to the identity and prevents them from establishing alias or multiple identities. Document mills become a thing of the past and identity fraud is prevented. The Certified Immigrant card is an identification credential that can be acknowledged by local government, law enforcement, financial institutions, hospitals, schools and other organizations.
As a result, states maintain an accurate population database of all residents, which assists the state in budgeting and allocating resources, and in monitoring the level of government-funded services provided to non-citizens. Law enforcement has a recognizable and secure means of identifying individuals and undocumented immigrants have a credential they can use for commerce or to report crimes against them or that they have witnessed.
